Having not heard it so can’t be sure, my guess would be that it could possibly been “a prinder” or “â phrinder” which is either “and scarcity/definciency” or “with scarcity/deficiency” (and technically the p would mutate to ph but this doesn’t always happen in speech). Would that make sense in the context?

Thanks, Aran and Siaron. Spot on This looks like it: Perhaps “Ma(e) prinder gwarchodwr plant…” = The shortage of West wales Childminders is a constant challenge.
