I’ve seen ‘putting it in next week’s email’ mentioned a couple of times in posts by mods. Is there some kind of regular newsletter that goes out that I need to sign up for? I haven’t seen anything.

There certainly is, Just sign up here. The newsletter is highly recommended as it points out the best bits of the forum every week, and all the most important bits of information. You can find information about your email privacy, what you can do to unsubscribe and other related questions here.
