Does it cost money to use skype to call foreign countries?
If you’re going Skype to Skype, then no. Only if you need to call an actual phone does it cost anything.

You need Skype credits to call anyway as far as I know.

Ups, I’m sorry! I forgot to insert that you need the credits to call skype to phone anyway what means if you don’t have credits you can’t call phones anyway. Sorry for misslead and missunderstanding. My memory obviously is in bad shape or my concentration maybe …?
So, yes
- skype to skype = free
- sype to phone = credits (so not free)
