The above is from a news arcticle on Cymryfyw. It says that “he cannot be named for legal reasons”.Is this statement Ni ellir ei enwi…is this more formal Welsh or is this also used in spoken Welsh.If so is there another way to say this.

This is most emphatically very formal Welsh and very unlikely to be heard “on the street”. You could say, for example
Allwn ni ddim ei enwi am resymau cyfreithiol. (We can’t name him for legal reasons)
or if you want to keep the passive construction
All e ddim cael ei enwi am resymau cyfreithiol.

Think I can also say. Chaiff e ddim /he is not allowed or may not have his naming/ ei enwi am resymau cyfreithiol
