No not true. Just kidding a bit. 
Well, I don’t know when and it depends do you learn Southern or Northern version. If Northern then you can expect Level 3 sooner then we who learn Southern. Southern Level 2 still has to get 2 last lessons - 24 and 25 before it moves on to Level 3 though.
I believe there was an answer posted somewhere on this forum about that though, but I am not sure where at the moment.

Current schedule looks like this:
Move house
Get painfully slow non-fibre ‘broadband’ access set-up
Start writing Level 3
[In other words, it’s genuinely pretty close now!].
